Project Overview
The property consists of approximately 60 acres of land situated in the City of Woburn, Massachusetts. Approximately 30 acres of the property are scheduled for redevelopment for residential use and the balance of the land will remain as open space. A prior unlicensed solid waste landfill consisting primarily of construction and demolition debris was located on the property. Between the late 1970's to the early 1980's , prior ownership of the property imported approximately 65,000 cubic yards of off-site fill in an effort to level topography in support of a recreational area and riding paddock. The landfill was approximately 8 acres in size and the majority of landfill was located within the proposed redevelopment zone. In 1989, the town of Woburn Board of Health issued a site assessment for the landfill area. In response to the site assessment, a Corrective Action Design Plan (CADP) was prepared by Vertex and subsequently approved by the Massachusetts Department of Environmental Protection (MADEP) in 2002.
In 2007, West Woburn Development Corporation retained the services of Mira Development, LLC and Charter Environmental to implement the CADP to properly close out the former landfill area and allow for the future residential redevelopment to proceed. Mira functioned as the Program Manager for this project to include the oversight and coordination of all CADP required work plans; primary contact with the MADEP; oversight and coordination of all required Public Involvement Plan (PIP) meetings; primary contact with all affected town officials; coordination with outside legal counsel and finally oversight and coordination of all necessary closure and re-use documents. Site work was completed in the spring of 2008 and final approval by the MADEP of all closure and re-use documents is anticipated by the summer of 2010.
